Karwar Naval Base under ‘Project Seabird’

Raksha Mantri Shri Rajnath Singh visited the Karwar Naval Base in Karnataka on June 24, 2021 to review the progress of ongoing infrastructure development under ‘Project Seabird’. Accompanied by Chief of the Naval Staff Admiral Karambir Singh, Shri Rajnath Singh undertook an aerial survey of the Project Area and Sites before arriving at the INS Kadamba Heli Pad. The visiting dignitaries were received by Flag Officer Commanding in Chief, Western Naval Command Vice Admiral R Hari Kumar and Flag Officer Commanding Karnataka Naval Area, Rear Admiral Mahesh Singh. 

The Raksha Mantri inspected the ongoing works at the Naval Base and received on-site briefings including capability demonstration at the Shiplift Tower. He also undertook a tour of the Naval Harbour and reviewed the marine works/infrastructure being developed as part of Project Seabird Phase II A as also operationalisation of Piers. Shri Rajnath Singh visited the newly-constructed Sailors Married Accommodation which incorporates advanced features for water efficiency, handling of house-hold waste, energy efficiency and provides environment-friendly houses. 

Shri Rajnath Singh interacted with Project Seabird Contactors & Engineers and Officers, Sailors & Civilians of Karwar Naval Base. In his address, he expressed satisfaction at the progress of works being carried out under ‘Project Seabird’. He hoped that after the completion of the project, the Kawar Naval Base would become Asia's largest Naval base which would further bolster the operational readiness of the Armed Forces and help in augmenting trade, economy & humanitarian aid operations. 

The Raksha Mantri complimented the Indian Navy for being a strong arm of the Armed Forces that is making an invaluable contribution towards maritime and national security, besides strengthening India's position at the strategic as well as diplomatic & commercial levels. He stated that the Navy is successfully discharging its duties of protecting the country, which through its coastline of more than 7,500 kms, about 1,300 islands and an exclusive economic zone of 2.5 million sq kms, is playing a crucial role in the development of the world. Shri Rajnath Singh added that the Navy is continuously strengthening India’s relations with its maritime neighbours with focus on 'SAGAR' (Security & Growth for All in Region) envisioned by Prime Minister Shri Narendra Modi. He also praised the role of Indian Navy during Goa Liberation War of 1961 and the 1971 Indo-Pak war among others. 

Shri Rajnath Singh lauded the efforts of Indian Navy for providing humanitarian assistance to not just the country, but the world, especially during the COVID-19 pandemic. “From rescuing stranded Indian nationals from affected countries to ferrying in critical equipment, including oxygen cylinders, from abroad, Indian Navy has worked tirelessly in the fight against COVID-19. It also extended assistance to various countries,” he said. 

The Raksha Mantri also highlighted some of the reforms undertaken by the Government to further strengthen the operational preparedness of the Armed Forces, including appointment of Chief of Defence Staff and setting up of Department of Military Affairs in Ministry of Defence. He also listed out a number of initiatives taken by the Government to promote self reliance in defence manufacturing. The initiatives include allocation of 64 per cent of modernisation funds under capital acquisition budget for 2021-22 for domestic procurement; changes in Defence Acquisition Procedure 2020 and increase in FDI limit in the defence sector to 74 per cent. 

On the efforts to boost self reliance in Indian Navy, Shri Rajnath Singh said more than two-thirds of Navy's modernisation budget has been spent on indigenous procurement in the last five financial years. Lauding Navy’s commitment towards ‘AatmaNirbhar Bharat’, he stated that out of the 48 ships and submarines, 46 are being inducted through indigenous construction. The Raksha Mantri described Indigenous Aircraft Carrier Vikrant as a shining example of Navy's self-reliance efforts. He said the commissioning of Indigenous Aircraft Carrier Vikrant will be a momentous occasion in the history of Indian defence as it is coinciding with the 75th anniversary of India’s Independence. He expressed confidence that Indian Navy will become one of the top three Navies in the world in the coming years and continue to play a crucial role in protecting the nation.

2nd Dose: Africa urgently needs 20 million of COVID-19 vaccine

Africa needs at least 20 million doses of the Oxford-AstraZeneca vaccine in the next six weeks to get second doses to all who received a first dose within the 8—12-week interval between doses recommended by the World Health Organization (WHO). 

A single dose of the Oxford-AstraZeneca vaccine gives around 70% protection for at least 12 weeks. Data on the protection from one dose after 12 weeks is limited, however COVID-19 antibodies have been found in the body up to 6 months after one dose. The full course provided with a 12-week interval gives 81% protection for an extended period.

In addition to this urgent need, another 200 million doses of any WHO Emergency Use Listed COVID-19 vaccine are needed so that the continent can vaccinate 10% of its population by September 2021. This follows a call made by WHO Director General Dr Tedros Adhanom Ghebreyesus at the World Health Assembly, WHO’s governing body earlier this week for all Member States to support a massive vaccination push.

To date, 28 million COVID-19 doses, of different vaccines, have been administered in Africa, which represents less than two doses administered per 100 people in Africa. Globally, 1.5 billion COVID-19 vaccine doses have been administered.

“As supplies dry up, dose-sharing is an urgent, critical and short-term solution to ensuring that Africans at the greatest risk of COVID-19 get the much-needed protection,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “Africa needs vaccines now. Any pause in our vaccination campaigns will lead to lost lives and lost hope.”

“It’s too soon to tell if Africa is on the cusp of a third wave. However, we know that cases are rising, and the clock is ticking so we urgently appeal to countries that have vaccinated their high-risk groups to speed up the dose-sharing to fully protect the most vulnerable people.”

France is the first country to share COVID-19 vaccines from its domestic supply, donating over 31 000 doses to Mauritania, with another 74 400 set for imminent delivery. France has pledged to share half a million more doses with six African countries in the next few weeks. The European Union and its Member States have pledged over 100 million doses for low-income countries by the end of 2021. The United States of America has pledged to share 80 million doses with lower-income countries, and other high-income countries have expressed interest in sharing vaccines. Expediting these pledges is crucial and the COVAX Facility is a proven tool for swift delivery. 

African countries that are unable to use all their vaccines are sharing them across the continent. While this prevents vaccine wastage, redistributing doses is costly and countries must roll out all available doses as soon as possible. WHO is working closely with countries to improve vaccine rollout by optimizing delivery strategies and increasing uptake.

In the longer term, Africa must boost its manufacturing capacity for vaccines. Yet there is no quick-fix and putting the policies, processes and partnerships in place may take years. Intellectual Property waivers are a crucial first step but must come alongside the sharing of expertise and critical technologies. 

More than 100 WHO Member States, including 54 African countries are co-sponsoring a draft resolution led by Ethiopia which is being presented at this week’s World Health Assembly. The resolution aims to strengthen local production, promote technology transfers and innovation, and consider the agreement on Trade-Related Aspects of Intellectual Property Rights and intellectual property rights through the lens of boosting local production.

WHO is helping African Member States to lay the groundwork to build up vaccine manufacturing capacity. Around 40 African countries joined a recent WHO training to build manufacturing capacities and WHO is working with the African Union to support the African Pharmaceutical Manufacturing Plan for Africa, supporting feasibility studies and potential technology transfers on request, sharing expertise and helping forge crucial partnerships.

Dr Moeti spoke during a virtual press conference today facilitated by APO Group. She was joined by Honorable Semano Henry Sekatle, Minister of Health, Lesotho, and Her Excellency Stéphanie Seydoux, Ambassador for Global Health, Ministry for Europe and Foreign Affairs, France. Also on hand to answer questions were Dr Richard Mihigo, Coordinator, Immunization and Vaccines Development Programme, WHO Regional Office for Africa, and Dr Nsenga Ngoy, Emergency Response Programme Manager, WHO Regional Office for Africa.

DRDO at Republic Day Parade 2021

DRDO has been showcasing advanced defense technology products for tri services at Rajpath on Republic Day every year. Delivering on its mandate of development of state of the art defence systems, DRDO once again has brought two important tableaux to the prestigious Republic Day parade 2021. Showcasing the major achievements of the year, are LCA Navy take off and landing onboard the aircraft carrier and the complete family of Anti Tank Guided Missiles.


Light Combat Aircraft Tejas has achieved a major technology capability milestone by landing and taking off from the Aircraft Carrier of IN. The LCA Navy tableau celebrates the successful demonstration of carrier operations of LCA Navy from INS Vikramaditya on sea. The tableau of LCA Navy shows landing, takeoff and lift operation, three most important operations required to be met by an aircraft onboard a carrier ship. LCA Navy successfully demonstrated landing on a 90 meters runway and take-off from short run of 145 meters in 2020. LCA Navy is India’s first 4+ Generation STOBAR (Ski-Jump Take Off But Arrested Recovery) fighter aircraft capable of operating from an aircraft carrier. Cdr Abhishek C Gawande of Indian Navy is the commander of the tableau.

Symbolizing India’s strides in anti-tank missile technologies will be the tableau showcasing the full complement of DRDOs Anti-Tank Guided Missile (ATGM) Systems. This tableau showcases NAG, HELINA, MPATGM, SANT and Laser Guided ATGM for MBT Arjun. The ATGM tableau will be represented by Shri ShiladityaBhowmick Scientist ’D’, a young scientist of DRDL, Hyderabad.

NAG is a 3rd generation fire and forget missile developed for mechanized formations to engage heavily fortified enemy tanks. HELINA, the Helicopter launched anti tank missile is a 3rd generation fire and forget missile with a range of 7 km designed and developed for integration on weaponised version of Advanced Light Helicopter (ALH). MPATGM is a Man-Portable Anti-Tank Guided Missile with a range of 2.5 km with Fire and Forget and Top Attack capabilities for infantry use. SANT is a smart Stand-off Anti-Tank Missile being developed for launch from Mi-35 Helicopter for Air Force anti tank operations. ATGM for MBT Arjun is a laser guided PGM (Precision Guided Munition) which is launched from the 120 mm rifled gun of Arjun tank to engage and defeat Explosive Reactive Armour (ERA) protected armoured targets.

LCA Tejas model is also part of IAF Tableau and adorning the Ministry of Information and Broadcasting Tableau representing the theme of Vocal for Local. Other DRDO products on Rajpath this year are Akash Surface to Air Missile and Astra Air to Air Missile on IAF Tableau.
